Using GIS/LRS to Develop Transportation Management Plan (TMP) Decision Support Capabilities

AbstractsThe Wisconsin Department of Transportation (WisDOT), working in partnership with the Traffic Operations and Safety (TOPS) Laboratory at the University of Wisconsin-Madison, has been developing a Queue Warning System (QWS) Decision Support Tool as a component of its automated Transportation Management Plan (TMP) System. This tool uses the WisDOT State Trunk Network linear referencing system (LRS) to combine crash history and roadway geometric information upstream and within TMP construction project areas in order to identify and prioritize projects that would benefit from a QWS deployment. The Wisconsin TMP System was enhanced in 2017 to include an online mapping interface for users to enter project start and end locations and to connect those locations to the underlying LRS. The LRS based algorithm and reporting tool is expected to be launched in the second quarter of 2018. This presentation will provide an overview of the TMP QWS decision support tool with particular emphasis on the use of GIS / LRS to incorporate decision support capabilities into work zone safety applications.

Steven Parker - is the Information Technology Program Manager for the Traffic Operations and Safety Laboratory at the University of Wisconsin-Madison. In this capacity, he has overseen development of the WisTransPortal Transportation Data Hub, a large scale data warehouse of traffic operations and safety data sponsored by the Wisconsin Department of Transportation. His research interests include transportation safety, advanced traffic management systems, connected vehicles, transportation data management, and GIS in transportation. He has a Ph.D. in computer sciences from the University of Wisconsin-Madison.
