PRESENTATION

Abstract: 
Problem: The Federal Government was requiring states to report all commercial drivers’ license ticket dispositions to their home state’s DMV within ten days. The goal is 90% of the time. South Carolina was at 4%. The state stood to lose $48 million a year in federal highway funds.

Solution: South Carolina developed the South Carolina Collision and Ticket Tracking System (SCCATTS) and the South Carolina Uniform Traffic Ticket Information Exchange System (SCUTTIES) to process all traffic ticket and dispositions electronically.

Presentation: The presentation would explore the hurdles and problems that were encountered and overcome to be able to fully implement the system by January 1, 2018. This process required the cooperation of many different state agencies; the Department of Motor Vehicles (DMV), the Department of Public Safety (DPS), the Department of Transportation (DOT), the Judicial Department (SCJD) and the Department of Health and Environmental Control (DHEC).
